Heritage Communities closes on $26M Peoria land parcel for retirement community

The Omaha, Nebraska-based owner and operator of 10 senior living communities in Arizona, Nebraska and Iowa, is working in partnership with Phoenix-based Telis Senior Living Inc.

Their partnership, called Orchard Pointe at Terrazza LLC, paid $3.4 million for 6.69 acres at the southwest corner of 67th Avenue and Happy Valley Road in Peoria, said 
Mark Huey, president of Telis, will be leading the development of the project, working with city officials and overseeing construction.

Financing was provided by Great Western Bank in Omaha, said Huey, who represented the buyer in the land transaction.
That project is east of Christ's Church of the Valley and will be part of the Terrazza Development.

To be called Orchard Pointe at Terrazza, the retirement community will include 116 apartments, which includes 40 independent living, 54 assisted living and 22 memory care units.


Reece Angel Rowe, the architect for the other Heritage Communities projects in Phoenix, has begun design work on the Peoria project. Construction is expected to begin in 2017 and be open in spring 2018.

The first project — Orchard Pointe at Surprise — opened in 2013. The second location, called
Orchard Pointe at Arrowhead, is scheduled to open in 2017. Both of those projects offer assisted living and memory support apartments.

The Peoria project will be the 13th community for the company.

The Peoria City Council will consider at its May 17 meeting a request from Heritage Communities to rezone 23.42 acres of land near the SWC of 67th Avenue and Happy Valley Road to make way for a mixed-use development called Terrazza Center.

The project would entail commercial retail and dining, a mix of commercial and office buildings, a possible urgent care facility, and a 116-bed assisted living facility to fly under Heritage’s Orchard Pointe banner. Heritage and Telis Commercial Real Estate first announced their plans to construct Orchard Pointe at Terrazza in July 2015.

The site, which is bounded to the west and south by a Christ’s Church of the Valley’s Peoria campus, lies mostly along 67th Avenue, with a lesser frontage along Happy Valley. An existing QuikTrip and Superstar car wash located at the intersection will remain.

The property is divided into nine parcels, with Parcels 1-3 located along the east side fronting 67th Avenue, which will include the urgent care facility and medical or general office buildings. The parcels along the north side of the site, along Happy Valley, will be reserved for future commercial or restaurant uses. This area will also include a Sonic drive-in restaurant.

Parcel 6 will be the location of the Orchard Pointe assisted living and memory care facility, which will be a gated community of 116 individual units on 17.3 acres. Parcels 7-9 will be reserved for future development phases, which could include two single-story, single-tenant, non-residential pads.

Most recently, Heritage built a 100-bed Orchard Pointe assisted living facility at 67th Avenue and Bell Road in Glendale
. Heritage operates another Orchard Pointe assisted living facility in Surprise, as well as 10 more in its home state of Nebraska.

An earlier rezoning case brought in 2011 had proposed a vertically oriented mixed-use development with residential or office uses above commercial. That project would have included three-story buildings with retail, office, restaurant, childcare and condominiums, but the developer decided not to advance the project due to market conditions at the time.

Phase 1 of construction will include Orchard Pointe, Sonic and the urgent care facility. Timing for development of the remaining parcels will be determined by future end users.

No project time line was identified for the project.

Heritage Communities’ first project in Arizona, Orchard Pointe, is located on near Bell Road and Young Street in Surprise, AZ. Opening in 2013, they serve nearly 100 residents who reside in thoughtfully designed assisted living apartments and memory support suites. Construction on Orchard Pointe at Arrowhead is scheduled to begin in July, and will be located near 67th & Bell in Glendale.
